Former Canadian Prime Minister Justin Trudeau claimed that his government never forced Canadians to take the COVID-19 vaccine in a video that resurfaced on social media Tuesday evening.

Trudeau’s remarks were made during a joint appearance with German President Frank-Walter Steinmeier at an April 24, 2023, forum at the University of Ottawa, where the former prime minister asserted that the Canadian government used “incentives” and “protections” to promote vaccination. The clip resurfaced after Trudeau clashed with Vox Populi reporter Callum Smiles over the reportedly adverse effects of the vaccine while at the 2026 World Economic Forum in Davos, Switzerland, where he was accompanied by “American Idol” co-host Katy Perry.

“Through the greatest public health crisis that we’ve faced in a hundred years in this country, since the Spanish flu, my responsibility was to keep as many Canadians alive as possible,” Trudeau said during the 2023 event. “And all of the scientists and the medical experts and the researchers, not just in Canada but around the world, understood that vaccination was going to be the way through this.”

“And therefore, while not forcing anyone to get vaccinated, I chose to make sure that all the incentives and all the protections were there to encourage Canadians to get vaccinated,” Trudeau continued. “And that’s exactly what they did. We got vaccinated to a higher level than just about any country. And that’s why we had a less deadly pandemic than most other countries.”

In October 2021, Trudeau ordered “federal public servants in the Core Public Administration, including members of the Royal Canadian Mounted Police” to show proof of receiving the COVID-19 vaccine by Oct. 29, 2021, or they would be placed on leave and lose their pay. Trudeau also extended a mandate on “federally regulated air, rail, and marine transportation sectors” and banned unvaccinated people from air and rail travel.

Trudeau targeted the unvaccinated in public remarks during an August 2021 campaign event.

“If you don’t want to get vaccinated, that’s your choice but don’t think you can get on a plane or a train … we need to put people first, which we have always done,” Trudeau said.

The mRNA vaccines produced by Moderna and Pfizer have reportedly been linked to increased myocarditis, particularly in young men, according to studies.

Trudeau also cracked down on the Freedom Convoy, an Ottawa protest organized by Canadian truckers against vaccine mandates, in February 2022, invoking the Emergencies Act to end the protests. Canada’s Federal Court of Appeal ruled Friday that Trudeau’s invocation of the act was “unreasonable.”

Trudeau and Perry started dating in July, weeks after Perry split from her husband, actor Orlando Bloom, according to Elle. Trudeau had separated from his wife Sophie in 2023.
