The traditionally blue state of Vermont could vote for Democratic nominee Hillary Clinton, but elect Republican Lieutenant Governor Phil Scott as Governor in November, according to analysis released Thursday.

Scott has a lead over Democratic challenger Sue Minter, with a 70 percent favorability rating among Vermont registered voters, according to a study conducted by the University of Virginia Center for Politics. The Center changed its rating of the race from “leans Democratic” to “toss-up” Thursday. In spite of these results, Clinton has a solid 21-point lead in the latest Emerson University poll released in September.

The state of Vermont voted for the Democratic nominee every presidential election cycle since 1988. Before that, the state only voted for a Democrat one time in 1964. “Vermont was once one of the most reliably Republican presidential states in the Union,” Larry Sabato, Director of University of Virginia’s Center for Politics wrote in the statement.

Two states, Vermont and West Virginia, could very easily vote one party in the presidential race, and another party in the gubernatorial race, the Center reported.

West Virginia’s rating changed from “leans Republican” to “toss-up” Thursday after internal polling released by Democratic nominee Jim Justice revealed a ten point lead in the state over Republican Bill Cole. West Virginia voted for a Republican presidential candidate every election since 2000. Trump currently has an 18 point lead in the state.

The Center also rated gubernatorial races in Missouri, Indiana, and New Hampshire as toss-ups. North Carolina is currently rated as “leans Democratic” due to Republican Gov. Pat McCrory’s recent six-point deficit in the polls.
